At the KOVH Foundation, we stand with every veteran who defended our freedoms—and with their families who rely on those fundamental protections at home. Right now, however, thousands of veteran families are losing their homes in foreclosure, despite the recent enactment of a solution designed precisely to prevent such heartbreak.
What’s at Stake
On July 30, 2025, the VA Home Loan Program Reform Act (Partial Claim Act) was signed into law, introducing the Partial Claim program—a critical support that allows veterans to apply for payment relief and keep their homes. But here’s the catch: while the law exists, the program is not yet active, and foreclosure proceedings continue unabated Change.org.
This dangerous gap means veteran families are being at risk of losing everything, through no fault of their own—and after serving their country.
The Crisis is Real
Foreclosure filings on VA-backed loans have surged by 428% compared to last year Change.org.

When service-related injury and job lay-offs struck, they fell behind on their mortgage and by the time they learned of the Partial Claim program, it was already too late—the foreclosure process had begun Change.org.

Emergency Order – The Veterans Affairs (VA) must issue an immediate stop to all foreclosures on VA-backed loans until the Partial Claim program is implemented.
Mortgage Servicer Suspension – Servicers must freeze all proceedings and immediately inform borrowers about their rights under the pending Partial Claim program.
Robust Oversight – Congress and state leaders must ensure every veteran is protected during this transition.
